The Way Decisions are Made

Governments are divided up into types. Some are Republics, Theocracy's, and Monarchy's. The way a Republic is set up is that the people elect representatives to make decisions for the country. In a Theocracy the religious leader leads the country because they are closer to the religious founder/ main character. They can make the decision that the founder would want and would be true to the religion. In a Monarchy the country is ruled by only one person. This person passes the power to rule down through its blood line and makes all the decisions.  

Vatns government is more of an Oligarchy. There are two kings who rule the entirety of the country. Then each of the 3 states is ruled by the 7 oldest members in the state who want to be in office. The Council pf Elders and the Two Kings work like the National and State governments. The Kings are like the National Governments and the Council of Elders are like the State Governments. One of the kings' duties are more militaristic, and the other kings duties deal more with the religious aspect, but they both have the final say on all laws. The Councils propose laws and the kings both have to agree to the law. The Council can make a rule, but it must be reviewed by the kings after being in effect for 2 years. If the kings like to rule; it will become law, if they don't like the rule, it will be nullified and no longer affect Vatn.
